Building electronic libraries is one of the most difficult tasks among the automation of information processes. At the beginning of 2000 the Russian State Library also found it is time to form such a library. First of all a comprehensive plan was elaborated by a working committee. Having defined the concepts, the plan defined the schedule and stages of development. The plan proved to be successful, and the government is expected to finance its implementation.
